A new report by the Manifesto Club has revealed that "cowboy" laws, known as community protection notices (CPN), have criminalized activities such as flying model airplanes, wearing bikinis, and singing in private gardens. These orders, which are often issued without investigation and without informing the person being targeted, have been on the rise, with 24,733 issued by councils in 2019-20. Recipients of CPNs have reported feeling "powerless" and that their lives have been "ruined." Campaigners are calling for these orders to be scrapped or at least subject to basic due process.
