French President Emmanuel Macron has hosted leaders from Chad and Gabon ahead of a summit in Paris aimed at reforming development banks and dealing with climate change. The "Summit for a New Global Financing Pact" will tackle how to restructure debt and reduce poverty, as well as dealing with climate issues. Some 50 heads of state, financial leaders and activists will attend. The International Monetary Fund and World Bank have been criticised for not factoring climate change into lending decisions. The informal Paris Club, which helps countries facing debt repayment difficulties, has called for a "user's manual" to give debtor countries greater clarity.
