The Justice Department has released a Report on the Minneapolis Police force's use of excessive force, racial discrimination, and inadequate oversight and accountability, following the killing of George Floyd. The report found numerous examples of excessive force, unlawful discrimination and First Amendment violations, with Black drivers more than six times more likely to be stopped than white drivers. The report also highlighted the use of neck restraints and rubber bullets during protests. The city and police department have agreed to a federal consent decree requiring reforms overseen by an independent monitor and approved by a federal judge.
