Common Infractions Encountered During Enforcement of Prime Minister Directive 16

Social Distancing Measures under Directive 16 in Ho Chi Minh City

Content in Directive 16:

  • Stay-at-home order: All residents must remain at home and only venture out when absolutely necessary.
  • Restrictions on gatherings: No more than 2 people are allowed to gather in public places, workplaces, hospitals, and schools.
  • Suspension of non-essential businesses and services: Restaurants, lottery ticket sales, and other non-essential businesses are temporarily closed. Some businesses are allowed to operate with strict preventive measures.
  • Operation of essential businesses and services: Food, groceries, pharmacies, and other essential services can operate while adhering to strict preventive measures.
  • Temporary closure of markets: Wholesale and traditional markets may be temporarily closed if preventive measures are not met.
  • Remote work: Officers, civil servants, and workers are required to work from home using information technology.
  • Suspension of public transportation: Public passenger transport is suspended, except for essential cases such as transportation of workers and operational experts.
  • Restrictions on travel: Travel from epidemic areas to other localities is prohibited, except for urgent cases such as official purposes and transportation of essential goods and materials.
  • Suspension of meetings in public offices: All non-essential meetings in public offices are temporarily suspended.
  • Limitation on the number of workers in offices: The number of workers in offices must not exceed 1/3 of the total workforce, except for armed forces and the healthcare sector.

Directive 16 is currently being implemented in Ho Chi Minh City from July 9, 2021 to August 1, 2021 in order to enhance COVID-19 prevention efforts and gradually restore normal economic and social activities.

The principle of this implementation is to isolate families from other families, neighborhoods from other neighborhoods, and communities from neighboring areas. The main goal is to intensify Preventive Measures during the period of social isolation.

Permissible Reasons to Leave Home During Directive 16

People are only allowed to leave their homes for the following reasons:

  • Buying food, groceries, and essential necessities like masks and cleaning products.
  • Seeking medical treatment and buying medicine.
  • In the event of a natural disaster, fire, or funeral.

Common Violations and Associated Fines

Provisions of Directive 16

Violation Fine
People only go out for buying food and groceries. Going out without valid reasons when unnecessary. Fines ranging from 1 – 3 million VND.
Maintain a minimum distance of 2m when communicating. Close contact between individuals, not ensuring a minimum distance of 2m. Fines ranging from 1 – 3 million VND.
No gatherings of more than 2 people in public places. Gathering of more than 3 people outside the community. Fines ranging from 10 – 20 million VND for individuals and 20 – 40 million VND for organizations.
Strictly wear masks when leaving home. Not wearing or forgetting to wear masks when going out. Fines ranging from 1 – 3 million VND.
