Start with a 24 by 36-inch foam core board. Lay on a flat surface and round the corners of one long end (we used an Exacto knife). On the other long end, cut out a half oval shape to the size of the person wearing the costume to fit loosely around their waist. Cover the foam core with glue and top with a healthy layer of white fiber fill.

Print out landmarks from your location of choice. For Texas we printed the Alamo, Big Tex, a Texas Longhorns symbol. Glue print-outs to heavy cardstock, cut out shapes leaving a 2-inch area on the bottom to fold at a 90-degree angle. Apply hot glue on the bottom of the fold and arrange in "snow." Collect other lightweight three-dimensional items for visual interest. We covered a plastic ketchup bottle in a Texas Pete hot sauce print out, a cowboy boot, and a miniature Dallas cowboy helmet. So they don't disappear in the snow, attach to small boxes or springs for extra height and movement, then glue to the foam core.

Poke two small holes in the front-middle sides of base. Cut a piece of ribbon long enough to create a halter-like strap to wear around the neck. Knot ribbon a couple of times on the bottom side so strap holds securely. Print or draw your location on a 4-inch-tall band of poster board that will cover the outside edges of the foam core base; attach band to base with glue (this is easiest done as a last step when person is wearing the base).

Wear denim shorts or skirt, a country-themed top, like this red and white gingham shirt, denim shorts, cowboy boots, and a cowboy hat. Evenly place snowflake stickers on the outside of a clear umbrella.
