With reassignments, the INE would be the most punished with a cut of 4,475 million pesos


The Chamber of Deputies is getting ready for this week to start with the analysis, discussion and vote on the Federation Expenditure Budget Project (PPEF) 2023, and budget reallocations are contemplated where the National Electoral Institute (INE) is emerging as the big loser , this in order to allocate more resources to social programs, mainly those within the Ministry of Welfare.

According to the pre-opinion of the PPEF 2023, the legislators in San Lázaro will make budget reallocations for 6,437 million pesos, which will come out of the proposed budgets for the autonomous branches, mainly from the INE, in the midst of the discussion that has taken place in about electoral reform.

In total, the institute chaired by Lorenzo Córdova will have a reduction in its budget of 4,475 million pesos, which, if approved, will have resources for its spending of 20,221 million pesos.

Another of the big ones affected will be the Federal Judiciary Council (CJF), whose budget will be reduced by 1,286 million pesos, for an expense of 69,933 million pesos for next year.

The autonomous branches that will also see reductions with respect to the budget they had proposed will be the Chamber of Deputies, the Senate of the Republic, the Superior Audit Office of the Federation (ASF), the Supreme Court of Justice of the Nation (SCJN), the Electoral Tribunal of the Judicial Power of the Federation (TEPJF); the National Commission of Economic Competition (Cofece); the Federal Institute of Telecommunications (IFT) and the National Institute of Transparency, Access to Information and Protection of Personal Data (INAI).

It is proposed to reallocate the 6,437 million pesos to three branches: the Ministry of the Interior (Segob), in charge of Adán Augusto López; the Welfare Secretariat, under the direction of Ariadna Montiel, as well as non-sectorized Entities.

The Welfare Secretariat will be the one that obtains the most resources, which will be allocated to two programs that are considered priorities of the current government: the Pension for the Welfare of Older Adults, with 3,841 million pesos extra to what was initially proposed, as well as to the Pension for the Welfare of Persons with Permanent Disabilities, with 2,500 million pesos more.

If these adjustments are approved in the budget, the Welfare Secretariat will have resources of 414.632 million pesos to exercise in 2023, the highest expense contemplated within the administrative branches.

In the case of the Segob, an additional 19.6 million pesos will be allocated to the Support Program for Specialized Shelters for Women Victims of Gender Violence, their daughters and sons, as well as 14.5 million to Promote the Care and Prevention of Violence Against Women, and 13.5 million to the Support Program for Women’s Instances in the Federal Entities.

In Branch 47, which refers to Non-Sectorized Entities, the pre-opinion states that 40.2 million pesos will be allocated to the Victim Assistance program; while 7.7 million pesos to the Program for the Comprehensive Well-being of Indigenous Peoples.

Approval before 15

It is expected to be between this Monday and Tuesday when the San Lázaro Budget and Public Account Commission discusses and rules on the PPEF, so that it can be sent to the plenary session of the Lower House tomorrow afternoon, according to the statements of the Morenista Ignacio Mier Velazco, president of the Political Coordination Board (Jucopo).

We will start the process so that it can be discussed in committees on Monday afternoon and Tuesday morning, and on Tuesday afternoon it will go up to the Plenary so that it can be discussed and approved in general, and we are going to give ourselves days to vent the reserves, in such a way that before November 15 we have a budget (…) what we do not want is that practice that is later used to stop the legislative clock”, he said in recent days.

Meanwhile, Jorge Romero Herrera, coordinator of the PAN caucus, indicated that during the discussion of the PPEF they will propose the Blindar México program, in order to support the training of local civil police and assign them more budget for their strengthening.
