VIO Salary Structure In Nigeria, April 2021

VIO salary structure this 2021 is what this article is all about and we shall be looking at how much Vehicle Inspection Officers (VIO) are paid by the Lagos State Government per month.

The VIO in Lagos State work under the Vehicle Inspection Service (VIS), that is directly under the Directorate of Vehicle Inspection Service (DVIS), which is ultimately under the Ministry of Transportation. Our attention will be focused on the entry level salary of VIO officers in Lagos State in order to know what the agency pays its newly employed officers per month.

HISTORY OF THE VEHICLE INSPECTION SERVICE (VIS) 

The Vehicle Inspection Service (VIS), which employs Vehicle Inspection Officers (VIOs), is a directorate in the Ministry of Transportation. The service was established to inspect, control regulate and enforce the road worthiness of motor vehicles in Lagos State.

In Nigeria, motor vehicle administration dates back to the colonial days with the coming of roads that linked the ports, regional capitals and other places of economic activities of the country.

Before 1939, vehicle inspection was carried out by the Directorate of Works while motor licensing was carried out by the motor licensing officer under the Federal Ministry of Finance. During the Second World War, officers from the Directorate of works were drafted from Nigeria to serve in the colonial regiment of England. Consequently, the Directorate of Works could no longer carry out the responsibilities of vehicle inspections.

On January 1, 1949, the road traffic Act was promulgated by the colonial administration. It was an Act to regulate and control vehicular traffic on the highways and the licensing of such vehicles and persons in charge as well as matters incidental thereto. This in effect is motor vehicle administration.

As a result of this development, the Inspector General of Police was mandated to undertake the responsibilities of vehicle inspection as well as driver licensing and enforcement of the traffic rules regulations until 1958 constitution of Nigeria conferred the powers on Regional Governments to promulgate their own traffic laws.

The regions adopted the existing Modus Operandi; thus the Inspector General of Police continued to serve as the Principal licensing officer. This was however relinquished with the creation of inspection units under Mechanical Departments of Ministry of Works of the then regions by the Prime Minister through a majority vote with effect from April, 1963. Hence, the promulgation of Caps. 118 of 1963, 115 of 1965 and 116 of 1967 for Northern Nigeria, Western and Eastern Nigeria respectively.

However, with the coming into force of these laws and regulations, the nation witnessed a positive change in Motor Vehicle Administration. Drivers were properly tested and licensed, vehicles were fully inspected and certified, and the Vehicle Inspection Officers (VIOs) were properly conducting routine checks on all roads to ensure road safety.

At the same time collection of road tax as revenues being paid promptly by defaulters who were brought to book. Thus, the creation of states out of the then regions witnessed transferring of these functions to the states and later, the FCT.

FUNCTIONS OF VEHICLE INSPECTION OFFICERS (VIOs)

The roles of Vehicle Inspection Officers in Lagos State, and Nigeria at large, include the following:

  • Ensuring that all vehicles are properly inspected and certified before registration or renewal of vehicle particulars
  • Public Education and advocacy
  • Effective patrols on roads and highways to carry out routine checks and enforce compliance.
  • Effective enforcement through vehicle impoundment and payment of fines to ensure compliance
  • Collaboration with companies with large fleet for onsite vehicle inspection to ensure compliance using Mobile Vehicle Inspection Units
  • Periodic Training, Retraining Seminars and Conferences for officers towards achievement of mastery in Motor Vehicle Administration
  • Pre-registration inspection of vehicles
  • Cooperating with other agencies to enforce traffic rules and regulations
  • Providing accessible emergency services
  • Cooperating with relevant agencies engaged in road safety activities or in the prevention of accidents on the highways
  • Inspection and issuance of Road Worthiness Certificate (RWC) in respect of all vehicles
  • Ensuring that all vehicles plying roads are roadworthy at all times
  • Training and testing of applicants for driver’s licence
  • Training and testing of applicants for Rider’s Card
  • Carrying out inspection and issuing report on accident vehicles in the State
  • Preparing and keeping statutory registers and a database of all certificates issued and revoked.

VIO SALARY STRUCTURE IN LAGOS STATE 2021: HOW MUCH VIO OFFICERS ARE PAID 

VIO salary structure for officers of this vehicle inspection agency in Lagos State is not readily available to members of the general public. The monthly salary of VIO officials in Lagos State and other parts of Nigeria is scarce information that is hardly being reported about.

On the average, the estimated monthly salary of newly recruited (entry level) VIO officers in Lagos State, which should be the same as what their freshly recruited counterparts earn in different States in Nigeria is between the sum of ₦50,000 – ₦90,000 per month, other monetary benefits increases the amount significantly.
