Both Daniel Juniper, 27, of St Catherines Place, Bedminster, Bristol, and James Skeet, 34, of Drayton Street, Manchester, have been charged with conspiracy to cause a public nuisance in connection with the protests.
The pair were set to appear at Westminster Magistrates’ Court on November 12.
The Met Police also said the following were also due to appear in court on Saturday charged with public nuisance: Phoebe Plummer, 21, of Elms Road, will appear at Colchester Magistrates’ Court; David Mann, 50, of Kerry Avenue, Ipswich, will appear at Colchester Magistrates’ Court; Cressida Gethian, 20, of The Southend, Ledbury will appear at Colchester Magistrates’ Court; Christopher Ford, 35, of Carlton Way, Cambridge will appear at Colchester Magistrates’ Court; Quido Wieswer, 18, of Pentonville Road, N1 will appear at Colchester Magistrates’ Court.
Eleven others appeared in courts across the country on Friday, the police added.
During the week, environmental activists climbed gantries above the motorway, forcing it to close in several places causing severe disruption.
After causing disruption across the motorway, Just Stop Oil announced that it would halt its campaign but called on the Government to reconsider its position.
In a statement, they said: “We ask that the Prime Minister consider his statement at Cop27, where he spoke of the catastrophic threat posed by the ravages of global heating, the 33 million people displaced by floods in Pakistan, and the moral and economic imperative to honour our pledges.”
During Wednesday’s protest, a police officer was injured after a traffic collision during a rolling roadblock.
On Friday, the Metropolitan Police said it had arrested 63 people during a “major operation to tackle serious disruption”.
Prime Minister Rishi Sunak said on Wednesday his Government is “moving ahead” with legislation to give the police more powers to stop protests by groups such as Just Stop Oil.
His comments came after Conservative MP for Runnymede and Weybridge Ben Spencer said in the Commons that the M25 protests are “causing disruption and misery to my constituents, including causing problems of access to my local hospital”.
In his reply, Mr Sunak said “we are moving ahead with legislation to give the police the powers they need to stop this type of extremist protesting”.
The group also staged 32 days of disruption from the end of September and throughout October, which the Metropolitan Police said resulted in 677 arrests with 111 people charged, and officers working a total of 9,438 additional shifts.
