SCCM KB4500232 Management points do not reinstall in Configuration Manager for the First Wave channel.
Symptoms
After an update is completed to the first wave (early update release) of System Center Configuration Manager Current branch, version 1902, management points do not reinstall. An entry that resembles the following is recorded in the Ccmsetup.log file:
ApplyDeltaLangChanges failed with error 0x80070003. Error text = ExitCode: 3
Action:

C:\SMS_CCM\clientstate.dat exists after client.msi run. ccmsetup
InstallFromManifest failed 0x80070003This error occurs when a management point and the client are located on the same server, and client language packs are installed.
Note: This update applies only to the initial first-wave release of Configuration Manager Current Branch, version 1902. It does not apply to environments that are updated to the globally available (Slow Ring) release of 1902.
