According to weathermap, which differs from WeatherNews (large map at top), so now you have at least two opinions.
Tokyo: 3/23 (blossoms open), 3/30 (full bloom)
Osaka: 3/26 (blossoms open), 4/2 (full bloom)
Kyoto: 3/25 (blossoms open), 4/2 (full bloom)
Otherwise:
(Kyushu) Fukuoka: 3/19 (blossoms open), 3/30 (full bloom)
Hiroshima: 3/23 (blossoms open), 4/1 (full bloom)
Niigata: 4/7 (blossoms open), 4/12 (full bloom)
Sendai: 4/10 (blossoms open), 4/14 (full bloom)
(Hokkaido) Sapporo: 4/30 (blossoms open), 5/3 (full bloom)
＊ The cherry blossoms should continue to bloom for five to six days after their peak (full bloom), depending on weather.
