1. In a large skillet over medium-high heat, cook the beef, onion, bell pepper, garlic, salt, and black pepper until the beef is browned, about 5 minutes. Drain any excess fat.
2. Add the tomato sauce, water, vinegar, sugar, oregano, cumin, and cayenne pepper. Simmer for 10 minutes.
3. Stir in the black beans, corn, and cilantro. Simmer for 5 minutes.
4. To assemble the empanadas, spoon the beef filling onto the center of each wrapper. Brush the edges of the wrappers with the beaten egg. Fold the wrappers over the filling to form a half-moon shape, and press the edges to seal.
5. In a large skillet over medium-high heat, heat oil. Fry the empanadas until golden brown, about 2 minutes per side. Serve hot.
