William Bennett is a conservative politician who served as Secretary of Education under President Reagan and as drug Czar under President Bush the Elder.  (Interestingly, he didn't change his party affiliation from Democrat to Republican until after Reagan nominated him.)  He may have had some advanced preparation for that second job back in the 1960's.  He was set up on a blind date with none other than Janis Joplin.  They just had the one date, one would imagine they did not have a lot in common.
