Actually tulsi also want to get shree hari as her husband and that's why shree hari went to her by changing the appearance. But because of the grief of broken austerity tulsi left her body and then the river GANDAK came into existence. And that's why the stones of Gandak river is used as a shaligram. 

Shaligram is actually the lord shree hari and without tulsi we can't image of him. Kartik month is the favourable month of lord vishnu. So on the gyaras of kartik month which is known as devutni gyaras people celebrate the tulsi vivah in India. And after this the auspicious celebrations starts.
