*A bill signed by Gov. Gavin Newsom will grant up to $5,000 to community college students who transfer to historically Black colleges and universities.

As Blavity reports, Assembly Bill 1400 will help cover tuition for students’ out-of-state studies, as there are no HBCUs in California. 

The bill states: “This bill would instead require the College Access Tax Credit Fund money continuously appropriated to the commission to be used for awards for qualifying community college student transfers to regionally accredited Historically Black Colleges and Universities that have an associate degree for transfer memoranda of understanding on file with the office of the Chancellor of the California Community Colleges. The bill would make an appropriation by changing the purposes for which amounts of money are used in a continuously appropriated fund.”

Per EdSource, the law would “create a California-to-HBCU-to-California pipeline that would benefit not only our students but the entire state.”

“AB 1400 creatively redirects funds to support California’s students looking to transfer to an HBCU and bring their talents back to California,” Marlene Garcia, executive director of the California Student Aid Commission, said.

The bill, drafted by Assembly Majority Leader Isaac Bryan, states that only 53 community college students transferred to 39 HBCUs from 2021 to 2022.

The new law reallocates funds generated by the College Access Tax Credit, a tax incentive initiative for Californians who contributed to Cal Grant B, a program that provides non-tuition assistance to low-income students, per The Root.
