Considerando que a técnica da captura por redes e subsequente abate é cruel e ineficaz (a redução pontual da população leva a um rápido preenchimento do nicho porque não é global mas localizada) os subscritores desta Carta Aberta propõe:
- Reforçar as campanhas de sensibilização especialmente quanto à proibição de alimentos a pombos na via pública (que faz aumentar a população destas aves).
- Reforçar as coimas e a eficácia da fiscalização contra a alimentação de pombos na via pública.
- Que a CML preste, gratuitamente e a pedido, o serviço de instalação de repelentes de poiso em prédios particulares.
- Aumentar a distribuição de contraceptivos orais pelos serviços da CML.
- Sabendo que a CML é o maior proprietário imobiliário de Lisboa reforçar nos seus edifícios as medidas de redução de locais de nidificação e os repelentes de poiso.
- Instalar locais de nidificação – onde se distribui alimentos com contraceptivos regulamente – de onde, posteriormente, os serviços da autarquia podem remover os ovos ou substituí-los por ovos falsos (como em Nova Iorque e Melbourne)
- Produzir e manter um relatório anual da quantidade de pombos na cidade, por freguesia, e indicando pontos de concentração. Incluir nesse relatório todas as acções de controlo, os seus custos e efeitos directos.

Open Letter to Câmara Municipal de Lisboa (City Council ou “CML”) on the Pigeon Population Control Program (Columba Livia):
Considering that the technique of network capture and subsequent slaughtering is cruel and ineffective (the point reduction of the population leads to a rapid filling of the niche because it is not global but localized) the subscribers of this Open Letter propose:
1. Reinforce awareness campaigns especially on banning pigeon feed on the public road (which increases the population of these birds).
2. Reinforce the fines and the effectiveness of police surveillance against pigeon feeding on public roads.
3. That Lisbon City Council provide, free of charge and upon request, the service of installation of repellents of poiso in particular buildings.
4. Increase the distribution of oral contraceptives by CML services.
5. Knowing that Lisbon City Council is the largest real estate owner in Lisbon to reinforce in its buildings the measures to reduce Nesting Sites and house repellents.
6. Installing nesting sites – where food is delivered with regular contraceptives – from which the local authorities can later remove the eggs or replace them with fake eggs (as in New York and Melbourne)
7. Produce and maintain an annual report of the number of pigeons in the city, per parish, and indicating points of concentration. Include in that report all control actions, their costs and direct effects.
