Kumaresan, a newly recruited constable, learns about the complex alliances and conflicts between Makkal Padai and the government. He becomes attracted to Tamilarasi "Pappa," the granddaughter of a woman he rescued. DSP Sunil Menon leads the operation, but learns that the people he helped were actually Perumal and his men. Kumaresan realizes the police brutality against the villagers and his role in helping them. On the day of road works, Makkal Padai attacks the inauguration, killing four officers. Kumaresan, a guilty officer, learns about Perumal's hideout and saves Papa.

Years later, both brothers became policemen, with Pramod becoming a respected Deputy Superintendent of Police and Vinod becoming a violent Assistant Sub-Inspector. DSP Satheesh leads the investigation, but doubts Pramod's motives. The film ends with Sreeja trying to reconnect with Pramod, but instructs her not to reveal her father's face.
