The youngest of Rodger and Sheryl Carr’s three children, Carr was born in Bakersfield, California. When his elder brother, David Carr, was selected first overall by the then-expansion Houston Texans in the 2002 NFL Draft, he and his family left Bakersfield and moved to Sugar Land, Texas. Carr attended Bakersfield Christian High School and returned to Bakersfield with his family for his final year.

Clements High School in Sugar Land, Texas, was the starting point of Carr’s high school football career. He spent his first year on the freshmen squad before switching to the varsity team as a backup quarterback in his sophomore season. He wasn’t ready to start as quarterback, but a preseason injury to another quarterback forced him into the position.

Carr improved gradually while serving as the Clements High School Rangers’ starter. As a sophomore, he completed passes for 1,246 yards and 12 touchdowns; as a junior, they totaled 1,622 yards and 16 scores.

Carr was chosen by ESPN RISE as the National Football Player of the Week on October 29, 2008, following a game against Tehachapi High School five days earlier, in which he passed for 441 yards and three touchdowns.

On November 7, 2008, Carr would finally pass for 544 yards in a victory over Arvin High School, setting a Central Section record. The Bakersfield Californian also named Carr the 2008 All-Area Football Player of the Year.

In a rout of local foe Fowler High, Carr also set a new school record by passing for six touchdowns and rushing for two.
