Uganda Releases Shs9.2 Trillion for Q2 2023-2024, Allocated Across Various Sectors

The Ugandan government, operating under the Ministry of Finance, has disbursed Shs9.2 trillion for the second quarter of the financial year 2023-2024.

According to data disclosed by the Secretary to the Treasury, Ramathan Ggoobi, a significant portion of this allocation is earmarked for specific purposes. Notably, Shs1.842 trillion, constituting 25.3% of the total, is Allocated for wages, while Shs529.7 billion is designated for the Parish Development Model.

Half of the Shs529.7 billion is intended to ensure that every parish receives Shs50 million within the first half of the fiscal year. Additionally, the Emyooga program has been allocated Shs100 billion, and Shs42.5 billion is directed towards capitalizing the Uganda Development Bank.

Secretary to the Treasury, Ramathan Ggoobi, elucidated further: “Of the Shs9.2 trillion, Shs434.01 billion has been released to fund the operations of security institutions. The Ministry of Defence will receive Shs217.87 billion, the police will get Shs78.121 billion, the prisons will receive Shs91.7 billion, while the Intelligence Services Organization (ISO) and External Security Organization (ESO) will share Shs46.313 billion.”

The release also includes Shs420 billion for statutory votes, with Parliament allocated Shs212.708 billion, the Electoral Commission receiving Shs97.057 billion, and the judiciary receiving Shs60.28 billion.

Furthermore, Shs289.558 billion has been allocated for pension and gratuity payments in the second quarter of the fiscal year, while Shs221 billion is designated for educational institutions. The Ministry of Education and Sports is allocated Shs84.3 billion, and public universities, Uganda Management Institute, and Law Development Centre will share Shs108 billion. Additionally, Shs23.34 billion is allocated for the Uganda National Examinations Board (UNEB), and Shs5 billion will go to the National Curriculum Development Centre.

Other allocations in the release include Shs21 billion for the operations of Uganda Airlines and Shs15 billion to the National Council of Sports for supporting sports federations in the country.

Ramathan Ggoobi emphasized the importance of timely payments and accountability: “All accounting officers must ensure that they pay wages, salaries, pensions, and gratuity by the 28th of every month but must also prioritize payment of service providers promptly to avoid the accumulation of arrears. Accounting officers must ensure timely submission of performance reports and accountability.”

He also urged government institutions to ensure pre-payment of utilities such as water and electricity, warning that non-compliance could result in service providers disconnecting non-compliant accounts.
