The Uganda Communications Commission (UCC) has launched a one-year pilot project aimed at transitioning FM radio stations in the country to a digital audio broadcasting modulation system known as DAB+. Currently, FM radio stations in Uganda predominantly use analog FM modulation for broadcasting.

Irene Sawankambo, the Executive Director of the Commission, highlighted that the adoption of this new digital system will bring several advantages, including reducing operational costs for FM radio stations, generating employment opportunities, and enabling the radio spectrum to accommodate a greater number of radio channels.

Sawankambo emphasized that DAB+ provides clearer signals and allows for a higher number of channels to be broadcast within the same range of frequencies when compared to traditional FM broadcasting. This will address the current limitations of the FM radio spectrum in Uganda.

Furthermore, the implementation of DAB+ will enable the UCC to expand the network, making broadcasting accessible to more people. The technology also offers flexibility, as it allows the UCC to utilize DAB, satellite, and the internet for radio broadcasting.

Paul Odoi, representing the board chair, hailed the launch as a significant milestone in embracing the future of broadcasting. He emphasized that DAB+ will revolutionize how broadcasters connect with their audiences, particularly in densely populated areas like Kampala. The pilot project operates on Spectrum Band III (174–240 MHz), which is specifically reserved for such services.

Odoi highlighted the importance of innovation and adaptation in an era of fast-flowing information. UCC is distributing free DAB+ receivers and plans to import more units while collaborating with broadcasters to acquire additional equipment. Additionally, newer vehicle models are equipped with DAB+ receivers.

This technological advancement aligns with the Uganda Communication Act of 2013 and international agreements such as the ITU’s Geneva 2006 Agreement (GE06). The pilot project will initially cover Greater Kampala, with an approximate coverage radius of 80km from Summit View Hill, Kololo, and Kampala. This phase aims to assess the feasibility and effectiveness of the DAB+ technology
