NPO Muckrock Receives Secret State Files on Mind Control Weapons

A news organization claims it has accidentally received a classified document that describes “psycho-electric weapons” from the U.S. government.

One of the most common MacGuffins in spy fiction is the ever-hidden “top secret weapons”.

Here, the hero must find the deadly, ill-described weapon before the bad guys do. Often, our hero uncovers some high-level conspiracy while getting to the bottom of the top-secret weapon mystery.

The report we’re talking about today has some of its own government conspiracy fiction feel. However, in this case there’s no espionage involved. If Muckrock did receive genuinely sensitive government material, it was accidentally-published or leaked.

Interestingly, the documents describe the effects mind-control weapons can have on the human body. Stranger Things really was onto something, weren’t they?

Below, we’ll list all of the ingredients for this fictional-plot-turned-real story which, in and of itself, would make for a good thriller book or film. All we need is to add a little drama.

The details of this leak are pretty straightforward.

MuckRock, the Watchdog

Based in the United States, MuckRock is a non-profit organization whose mission is to assist anyone in publicly filing FOIA requests.

Not only does MuckRock help in filing FOIA requests, it also tracks them and publishes the official responses it gets from local, state, or federal institutions.

By doing so, MuckRock aims to spark constructive discussions around issues that the public has interest in and the right to know.

This time, as part of its government watchdog efforts, MuckRock received a little surprise along with the official correspondence.

The Mysterious File

MuckRock files thousands of requests with different agencies, departments, and bodies across the government spectrum. Naturally, they’ve seen thousands of different documents on countless different issues. This one, however, must have given them pause.

MuckRock filed an FOIA request with the Washington State Fusion Center about antifascist and white supremacists groups.

The WSFC responded as normal and per usual, except that:

“I got back many standard documents in response,” said MuckRock’s journalist Curtis Waltman who filed the request, “including emails, intelligence briefings and bulletins, reposts from other fusion centers – and then there was one file titled “EM effects on human body.zip.”

The “EM” in the mysterious Zip file (“EM effects on human body.zip.”, downloadable here), stands for “ElectroMagnetic”.

Images insides the file describe techniques of remote mind-control weapons, and the several effects of “psycho-electric weapons” on the human body.

Here’s just a glimpse of what the WSFC gave Muckrock:

As Waltman points out, the file and the images inside are not officially recognized as government documents. This file doesn’t provide evidence that these weapons exist or are being seriously explored.

The WSFC has yet to respond and clarify the situation; how did the file end up at MuckRock and why is it in a governmental entity’s archives? Who’s behind it? Is it a part of a bigger project?
