The Bills appear to be the Broncos most likely trade partner.
According to NFL Network’s Ian Rapoport, the Buffalo Bills are not expected to make a big trade up with the New York Giants for the second overall pick. However, Rapoport adds that they are more likely to trade up for the 5th or 6th overall pick if a quarterback they like falls to that spot.
Obviously, this is news for us because the Broncos own the 5th overall pick and are open to trading back in the first-round of the 2018 NFL Draft.

Here is what Rapoport said about the Bills not trading up with the Giants who own the second overall selection.
“From what I understand, it’s not going to be one of those things where they just sell out and (trade) all the way to No. 2 with the Giants,” Rapoport said. “I would be at this moment surprised if that happens.”
He later adds that a trade to the 5th or 6th overall pick is more likely if a quarterback they like falls to those spots. Currently, it appears that Wyoming’s Josh Allen and UCLA’s Josh Rosen figure to be there and both would interest the Bills.
Now it has been rumored that the Broncos will be exploring trade back options if quarterbacks Baker Mayfield and Sam Darnold, and defensive end Bradley Chubb are not available. If that is the case, the Buffalo Bills and the Denver Broncos are a perfect match.

The Broncos can get a haul from the desperate Buffalo Bills if they play their cards right. General Manager John Elway was able to get something for Ty Sambrailo, Kapri Bibbs and a punter in trades, so I believe he can bring back quite a haul for the Broncos.
