Plan To Halt Conspiracy Theories As Kenya Set To Use Biometrics In Census

The Kenya National Census has always been political fodder for politicians who claim those in power want to cook figures in their favour. President Kenyatta approved an inter-ministerial team that will head the 2019 Biometric Census. Daily Updates takes a look at the team, headed by CS of the Interior Ministry, Fred Matiang'i.

The President issued a special gazette notice, and the members include the Cabinet Secretaries for;
ICT (Joe Mucheru),
National Treasury (Henry Rotich)
Health (Cecily Kariuki)
Agriculture (Mwangi Kiunjuri)
Education (Amina Mohamed)
Transport (James Macharia)
and the Attorney-General (Paul Kihara Kariuki)

Furthermore, the team will have a secretariat based at the Office of the President and headed by Interior Principal Secretary Karanja Kibicho. The secretariat will include the principal secretaries from the ministries named.

The gazette notice also mentions their terms of reference;

“Creating, managing and maintaining a national population database of personal information of all Kenyan citizens and registered foreigners living in Kenya … and assign a unique identification numbers (Huduma Namba) to persons in the national database.”

Health care providers, security institutions and KRA are amongst the first beneficiaries of the Census. Particularly, this will help them expose criminals with forged documentation and those who evade tax.

Before the census kicks off, the team is expected to purchase 30,000 biometric kits, train 30,000 agents who will conduct registration and software installation and testing. After that, over 200,000 staff will be hired to conduct the actual census.

Final goal will be to update the National Integrated Identity Management System. The biometric kits are expected to cost 3 billion Ksh. The procurement of over smartphones to use instead of questionnaires will also help improve accuracy and speed at which the outcome of the census will be announced.
