Is the Dua on Arafah just for those performing Hajj?

Question: Is the answering of the Dua and the virtue of the Dua on the day of Arafah —O Shaykh Salih—specific for those Performing Hajj or is it general for others as well?

Shaykh Salih Fawzan: The Dua on the day of Arafah is general for those Performing Hajj and others as well, but for those performing Hajj more specifically because they are in a virtuous place, and they are wearing the garment of Ihram and standing on Arafah. Thus the Dua is more affirmed as it relates to them and the virtue is greater for them than it is for those not performing Hajj. As for the rest of the people those who are not performing Hajj then Dua is also prescribed for them, and they should strive in making Dua on that day so they can share this virtue with their brothers performing Hajj.

And the Prophet صلى الله عليه وسلم said:
خير الدعاء دعاء عرفة وخير ما قلت أنا والنبيون من قبلي لا إله إلا الله وحده لا شريك له له الملك وله الحمد وهو على كل شيء قدير

The best of supplication is the supplication of the Day of Arafah. And the best of what I and the Prophets before me have said is: None has the right to be worshipped but Allah, alone, without partner, to Him belongs all that exists, and to Him belongs the praise, and He is powerful over all things.
(At-Tirmidhi 3585)

Thus Dua is prescribed on the day of Arafah for those performing Hajj and other than them, but it is more affirmed and more virtuous for those on Hajj due to the rites they are involved in and the great virtuous place they are at. As for the virtue of the time then this is shares by those on Hajj and other than them. As for the place this is specific for those on Hajj while they are standing on Arafah.
