Venezuela's Communist Party votes down the National Budget, denounces violation of the Constitution

This Monday, in the press statement of the Political Bureau, the General Secretary of the Central Committee of the Communist Party of Venezuela, Oscar Figuera, denied that the National Budget for 2023 as well as the Special Law of Indebtedness were approved unanimously in the National Assembly.

"The Communist Party did not vote in favor of these two instruments that were approved by the fraction that expresses the policy of the so-called "revolutionary bourgeoisie" and of the Venezuelan Government, in agreement with the collaborationist opposition", informed Figuera.

The deputy for the Popular Revolutionary Alternative explained that "it was not possible to express the opinion of the PCV because -as in other occasions- the  president of the National Assembly, Jorge Rodríguez, proceeded to deny us the right to speak".

The communist leader denounced that on this occasion Rodriguez advanced towards "a new phase of violation of the Constitution and the Rules of Procedure and Debate" by handling a subterfuge with which the saved vote is prevented from appearing in the minutes of the discussions.

"They deny you the right to speak and then they say that if you save the vote that is not expressed in the minutes because it was not presented in writing", he added.

Figuera described this maneuver as a "trickery" of Jorge Rodríguez "to present a false unanimity regarding the National Budget Law and the Special Law of Indebtedness".

The parliamentarian also related that in October of this year when Minister Ricardo Meléndez presented the National Budget Bill, he refused to give figures.

"This prevents the issuance of an opinion and also implies risks because, since there is no information, the citizenship has no possibility of control and the risk of misuse of resources and corruption is increased", he explained.

Violations to the Constitution and complicity of public powers.

Regarding the anniversary of the referendum on the approval of the Constitution of the Bolivarian Republic of Venezuela, Figuera informed that his right to speak in the National Assembly was also denied while deputies of the opposition "tried to wash their faces in their speeches and present themselves as democrats".

"Yes, we have a Constitution that vindicates rights; now, those rights have been repeatedly violated by the government of Nicolás Maduro and other institutions because the Supreme Court of Justice serves to validate that violation and the Prosecutor's Office not only serves but is an accomplice", stated the PCV Secretary General.

Figuera reminded that article 84 in its literal five establishes that no person shall remain in custody after the release of the prisoner.

"In practice, a number of citizens have been granted release from prison and the government keeps them in custody. An emblematic case is that of the worker Johana González, who has been sequestered in the INOF since April 29".

The Deputy also recalled the cases of the young oil workers Aryenis Torrealba and Alfredo Chirinos who have a court order to receive a psycho-social evaluation that would help to make their prison house measures more flexible and have not yet been executed by the Ministry of Penitentiary Services.

"There is another set of norms that are violated, for example, article 91 which states that there must be a living wage and the Government with its false socialist policy, maintains miserable salaries", pointed out Figuer after recalling the promise made by President Maduro of a single bonus of almost 3 thousand dollars for pensioners and which was not fulfilled.

"That is the falsehood of the official discourse; that is the cynicism of the official discourse", he stressed.

PCV rejects interferenceist law approved by the U.S. Senate

the Red Rooster Party rejected the approval by the U.S. Senate of the Act to Prohibit Operations and Leases with the Illegitimate Authoritarian Regime of Venezuela (Bolivar) "not only because of its extraterritoriality, but because it hits the Venezuelan people".

"While Maduro's government negotiates with the U.S. government, the Senate approves an instrument for Maduro's government -which is already on its knees- to lie on the floor", denounced Figuera.

"However, "regardless of Maduro's surrenderist behavior, we condemn and reject this law", he insisted.

Pedro Castillo did not comply with the program he offered to the people.

The PCV "reiterated its solidarity with the people of Peru who are mobilizing for their rights, demanding the dissolution of Congress and the call for new elections."

"This crisis is a product of the permanent and systematic action of oligarchic groups, but also of the inconsistencies of the government of Pedro Castillo who did not fulfill the program he promised to the people", pointed out Figuera.

Pedro Castillo "instead of sustaining himself in the struggle of the people, dedicated himself to palatial negotiations with big capital and its political expressions, weakening his popular support", he added.

 

El Presupuesto Nacional no fue aprobado por unanimidad: el PCV salvó el voto

Caracas, 20-12-2022 (Redacción TP).- Este lunes, en la declaración de prensa del Buró Político, el Secretario General del Comité Central del Partido Comunista de Venezuela, Oscar Figuera, desmintió que el Presupuesto Nacional para 20223 así como la Ley Especial de Endeudamiento hayan sido aprobados por unanimidad en la Asamblea Nacional.

“El Partido Comunista no voto a favor de estos dos instrumentos que fueron aprobados por la fracción que expresa la política de la llamada “burguesía revolucionaria” y del Gobierno venezolano, en acuerdo con la oposición colaboracionista”, informó Figuera.

El diputado por la Alternativa Popular Revolucionaria explicó que “no fue posible expresar la opinión del PCV porque -al igual que en otras ocasiones- el ciudadano presidente de la Asamblea Nacional, Jorge Rodríguez, procedió a negarnos el derecho de palabra”.

El dirigente comunista denunció que en esta ocasión Rodríguez avanzó hacia “una nueva fase de violación de la Constitución y del Reglamento de Interior y de Debate” al manejar un subterfugio con el que se impide que el voto salvado aparezca en las actas de las discusiones.

“Te niegan el derecho de palabra y luego dicen que si salvas el voto eso no queda expresado en el acta porque no fue presentado por escrito”, agregó.

Figuera calificó esta maniobra como una “marramucia” de Jorge Rodríguez “para presentar una falsa unanimidad en torno a la Ley del Presupuesto Nacional y la Ley Especial de Endeudamiento”.

El parlamentario también relató que en octubre de este año cuando el Ministro Ricardo Meléndez presentó el proyecto del Predispuesto Nacional se negó a dar cifras.

“Esto impide que se pueda emitir opinión y además implica riesgos porque al no tener información, la ciudadanía no tiene posibilidad de hacer control y se eleva el riesgo de uso indebido de los recursos y de corrupción», explicó.

Violaciones a la Constitución y complicidad de poderes públicos

A propósito del aniversario del referéndum aprobatorio de la Constitución de la República Bolivariana de Venezuela, Figuera informó que también le fue negado su derecho de la palabra en la AN mientras diputados de la oposición “trataban de lavarse la cara en sus intervenciones y presentarse como demócratas”.

“Sí, tenemos una Constitución que reivindica derechos; ahora bien, esos derechos vienen siendo violados reiteradamente por el gobierno de Nicolás Maduro y de otras instituciones porque el Tribunal Supremo de Justicia se presta para convalidar esa violación y la Fiscalía no solo se presta sino que es cómplice”, afirmó el Secretario General del PCV.

Figuera recordó que el artículo 84 en su literal cinco establece que ninguna persona permanecerá detenida después de dictada la excarcelación.

“En la práctica un numero de ciudadanos han recibido boletas de excarcelación y el Ejecutivo los mantiene privados de libertad. Hay un caso emblemático es el de la trabajadora Johana González, quien desde el 29 de abril está secuestrada en el INOF”.

El diputado tambien recordó los casos delos jóvenes trabajadores petroleros Aryenis Torrealba y Alfredo Chirinos que tienen una orden de tribunal de recibir una evaluación psicosocial que ayudaría a que se flexibilice sus medidas de casa por cárcel y aún no han sido ejecut6adas por el Ministerio de Servicios Penitenciarios.

“Hay otro conjunto de normas que se violan, por ejemplo, el articulo 91 que señala que debe existir un salario digno y el Gobierno con su falsa política socialista, mantiene salarios miserables”, apuntó Figuer tras recordar la promesa hecha por el presidente Maduro de un bono único de casi 3 mil dólares para los pensionados y que no se cumplió.

“Esa es la falsedad del discurso oficial; ese es el cinismo del discurso oficial”, subrayó.

PCV rechaza ley injerencista aprobada por el Senado estadounidense

el Partido del Gallo Rojo rechazó la aprobación por parte del Senado estadounidense de la Ley de Prohibición de Operaciones y Arrendamientos con el Régimen Autoritario Ilegítimo de Venezuela (Bolívar, por sus siglas en inglés) “no solo por su extraterritorialidad, sino porque golpea al pueblo venezolano”.

“Mientras el Gobierno de Maduro negocia con el gobierno estadounidense, el Senado aprueba un instrumento para que Gobierno de Maduro -que ya está arrodillado- se acueste en el piso”, denunció Figuera.

“No obstante, “independientemente de la conducta entreguista de Maduro, condenamos y rechazamos esa ley”, insistió.

Pedro Castillo no cumplió con el programa que ofreció al pueblo

El PCV “reiteró su su solidaridad con el pueblo de Perú que está movilizado por sus derechos, exigiendo la disolución del Congreso y la convocatoria a nuevas elecciones”.

“Esta crisis es producto de la acción permanente y sistemática de grupos oligárquicos, pero también de las inconsecuencias del Gobierno de Pedro Castillo que no cumplió con el programa que prometió al pueblo”, puntualizó Figuera.

Pedro Castillo “en vez de sostenerse en la lucha del pueblo, se dedicó a las negociaciones palaciegas con el gran capital y sus expresiones políticas, debilitando su apoyo popular”, agregó.
