ECMI Invites for the third Public Lecture of this semester. The lecture delivered by Dr. Eben Friedman will take place at Kompagnietor on 20 November 2017 at 17:00.

In addition to its annual semester course on European Minority Rights and Minority Protection Regime, the ECMI organizes Public Lectures at the Kompagnietor. The third public Lecture of this semester will take place on 20 November 2017 at 17:00. Dr.Eben Friedman will speak about policies toward Roma in Europe.

Abstract

The lecture will provide a broad introduction to Roma in Europe as an object of policy, with an emphasis on Eastern Europe, where roughly three quarters of Roma in Europe reside. Beginning with a brief look at Roma’s probable origins, the first part of the lecture treats issues related to terminology and relates these to difficulties encountered in measuring Romani populations. The second part of the lecture consists in a rough sketch of policies targeting Roma before 1990, focusing on the assimilationist policies enacted by East European Communist regimes. The third and final part of the lecture examines major international initiatives targeting Roma in post-Communist Europe.

About the guest lecturer

Eben Friedman holds a Ph.D. in political science from the University of California, San Diego. His dissertation, “Explaining the Political Integration of Minorities: Roms as a Hard Case,” drew on two years of field research in Slovakia and Macedonia. After working as (Senior) Research Associate at ECMI’s headquarters in Flensburg from 2002 to 2005, he moved to Skopje, where he served as ECMI Regional Representative until 2007. From 2007 to 2012, he was Advisor on Policy Development to the Roma Education Fund, designing and leading policy studies and contributing to setting priorities for the organization’s activities in Southeastern Europe as well as in Czech and Slovak Republics. Since 2012, he has undertaken advisory, analytical, and research consultancies for organizations including the Council of Europe, the Open Society Foundations, OSCE/ODIHR, and UNDP. His publications have focused largely on ethnopolitics in Macedonia and on Roma.
