Kosovo has been the topic in focus at the ECMI over the last week. The first Public Lecture of the semester was dedicated to the case of Kosovo. The Executive Director of the ECMI Kosovo Mr. Adrian Zeqiri spoke about Kosovo’s reconciliation framework.
Last week at the Ecmi started with a first public lecture of the semester at Kompagnietor. The lecture was delivered by Mr. Adrian Zeqiri, Executive Director of the ECMI Kosovo, and focused on the reconciliation framework of Kosovo, and an overview of the constitutional, legal and institutional measures that protect and promote the rights of minority communities in Kosovo.
Mr Zeqiri started with a descriptive outline of the communities on the Kosovar territory, and the institutional map. The constitution of Kosovo being “one of the most innovative constitutions in Europe” the presentation provided a general overview of the multi-layered system of protections available in Kosovo’s framework. “The advantage of being the youngest country in Europe materialized in the drafting of the institutional and legal framework of the country, in which human and minorities’ rights play a central role,” noted Mr. Zeqiri.
In the second part, the presentation focused on current developments in the reconciliation process and challenges for the future. The implementation of communities’ rights such as decentralization reform have been a key priority in the capacity building of Kosovo. The presentation also discussed the development of the Brussels Technical Dialogue between Serbia and Kosovo, initiated by the European Union.
One of the most crucial elements of the Kosovo case, and the focus of work for the ECMI Kosovo, is the higher education system and parallel structures: “The educational system in Kosovo runs on two separate systems, causing inevitable different angles in the evaluation of the same flow of events,” said Zeqiri in his presentation.

The next Public Lecture at the Kompagnietor will take place on 30th of October at 17:00. Dr. Reetta Toivanen (University of Helsinki) will speak about intersectionality and minority rights.
