Pant Interacts With Public On State Budget

State’s Finance and Parliamentary Affairs Minister Prakash Pant communicated directly with the people regarding the State budget for the fiscal year 2019-20, through Facebook at Veer Chandra Singh Garhwali hall in the secretariat here on Sunday. He said that there was a direct dialogue with 1,127 people through Facebook during an hour long programme.

All those who raised questions will be provided information in written and after the Vidhan Sabha session, such interactive programmes will be held with the public. Pant said that the State Government believes that a budget should not be limited to paper but should be based on the expectations of the public.

Replying to a question about youth and Employment, the minister said that presently there are total 2,17,000 posts in various government departments out of which 1,73,000 are currently occupied. The government is facilitating appointments to the vacant posts in a transparent manner. In 2017-18,  3,000 posts have been filled by Uttarakhand Subordinate Services Selection Commission and recruitment process for 1600 posts is under progress. The process of recruitment by the Public Service Commission is also underway, employment has been provided in non-government institutions by Employment Offices by the government holding employment fairs and employment opportunities have been provided to the youth by organising the army recruiting fairs by requesting the union government. Apart from the government jobs, the State government is working on the concept of skill development among the youth to provide them employment, due to which 13800 youth have been made skilled this year and the process is in progress. In 2018, there has been proposals for investment of Rs 1.24 lakh crore in Investors Summit, out of which nearly Rs 24,000 crore investment has already been made and this will also provide employment opportunities to the unemployed. Pant further said that the state government is constantly trying to get basic amenities in the remote areas of mountain districts to prevent migration and the government is working towards connecting villages having population of 250 with road traffic and its good results have also come and the number of non-populated villages has decreased. Home Stay Scheme has been launched by the government to provide employment to the youth of the villages. In order to expand the health services in remote areas, 190 primary/community health centers are being equipped with modern medical services and appointment process for 2286 heath related jobs is in process. The government is working fast in every village in the direction of road connectivity. In response to a question, the Finance Minister said that the GDP of three districts in plains of the state has increased and increase of the GDP in the mountain districts is a challenge before the government, in view of which investment by the government in agricultural services is being increased.

Responding to another question, Pant said that the government supports women empowerment and the government is moving ahead in the campaign “Beti Bachao – Beti Padhao” started for the protection of women on January 22, 2015. The women are the backbone of the economy of the state- especially its mountainous regions, considering which the Chief Minister Trivendra Singh Rawat has announced the provision of zero per cent interest loan to women.

Head of the fourth State Finance Commission and former Vice-Chancellor of Kumaon University professor BK Joshi also answered the questions on topic of education women disparity. On this occasion, Additional Secretary of Finance Savin Bansal, LN Pant and others were also present.
