Exposed! Many public service workers used forged certificates to get jobs, promotions

A payroll audit and verification exercise of public service workers in the Central Region has revealed how many people used forged certificates to gain employment and promotions in the service.

Deputy Auditor General, George Winful, who revealed this said the practice is widespread in the region, describing it as worrying in view of the fact that more people were receiving salaries they do not merit.

Addressing a news conference on the issue after the two weeks exercise in the Region, Mr. Winful did not give further details but said further investigations were ongoing into those acts, which could cause those involved to lose their jobs.

The investigations, he noted, would be to confirm doubts, establish facts and tip offs received before culprits are handed over to the right Institutions to be sanctioned.

“There have been instances where some have used others’ certificates to gain employment,” he said last Friday.

He observed the situation could be the reason the country is “registering poor results in our senior high schools”, adding, “Schools and hospitals must be safe for all”.

Mr. Winful called on heads of institutions of the various public institutions to be meticulous in their recruitment of people into the public service.

He also urged the heads of institutions to do background checks of high risks officers in their respective institutions in view of the discovery that most people falsify documents to be promoted.

The Ghana Audit Service, he said, is committed to ensuring that no stone is left unturned in the exercise, which is being done, nationwide.

He acknowledged the support of the central regional minister, district assemblies and the Ghana Police Service in ensuring that government payroll is cleaned and opportunities created for the teaming unemployed youth.

Meanwhile, a one-week window has been opened at the Cape Coast Regional Administration for those who could not partake in the exercise to do so.

He applauded the efforts of the Controller and Accountant General in sanctioning heads of institutions who exceeded their personal compensation budgets, indicating such anomalies lead to budget overruns.

The exercise is expected to move to the Western Region where public workers will be expected to submit original copies of their appointment letters, academic certificates, promotion letters and identification cards to ensure they are qualified enough for their positions.

“Public workers are encouraged to bring original letters of promotion or appointment or the heads bring a comprehensive list of staff promoted on a proper letter head to ensure the information served is genuine for us to have confidence in them to discharge their duties,” he said.
