Another Tremor Jolts Victims and Government Both

There were news of abductions and crimes all punishable by court in the land of the pure but the case of a teenage quake victim getting raped by a doctor in Mayo Hospital Lahore has again put Pakistan back as flash point for human rights abuse.


The earthquake on October 8 in Kashmir and North West Frontier Province killed 80,000 and Left 100,000 injured with over 4 million in the open with out proper shelter.

The 18-year-old girl was in the Lahore Mayo Hospital for treatment of multiple fractures in legs and in course of treatment the surgeon Dr Maqsood raped her. The usual practices followed as the incident was hushed up the doctor left from the scene different people giving different statements and law taking its course.

Pakistan in this year has taken a lot of coverage on human right abuse especially the high profile rape cases that involved officials of Government departments.

Dr Shazia Khalid case earlier this year and the circumstances in which she was forced to leave the country and the death trail she left with over 60 Baluch tribals dying for her honour is still not forgotten and the memory is very clear in Baluch tribals who lost their loved ones in the conflict.

The statements from different officials can be traced and the differences in them can be checked as all of them spoke on record and very few of them matched as what is happening. She has left the country so case is closed.

Mukhtaran Mai case where the judiciary was questioned as in imparting Justice needless to say that it was taken up by media and image of Pakistan was tarnished beyond repair.

Mukhtarn Mai was followed by Sonia Naz who was also a rape victim and her tale depicted the society and the decaying culture, which never resulted in justice, and she is still seeking it and has now her sisters that faced the brunt of her fate as she dared to challenge the corrupt system. Any one can guess what happens next.

How far she has gone in her quest for justice and what she has faced is another story.

The year ending case of the teenage girl involving a surgeon has taken many a twists as in reports with varying statements. The quake that has over 4 million people displaced includes an easy 2 million women and children and the injured are double the capacity of the hospital beds available in the entire country.

The news of children getting abducted for various criminal reasons had forced the government earlier, to say in plain words that none will be allowed to adopt the quake affectees. How far this check has gone no one can answer as reports appeared otherwise.

The government has vowed as in ever increasing list of vows that it will look after all of them and will rehabilitate them so far the exact count is not known as how many displaced people have been rehabilitated. How many have been paid as more people complain the way the rehabilitation and distribution of money is being done and in the list of government displeasure is the opposition parties who have shown great resentment on the issue of distribution of funds, which have also been an audit concern for international donors.

Pakistan has pledged total fairness from the highest office a multiple times and amid few praises comes the big question mark as will it ever happen as there are so many pending aggrieved parties of same year that met the same fate as in loss of lives and property in flood and prior to that snowy winter early this year.

The catastrophes have made it a route as in ‘Disaster Pakistan Visit’ and they come one after the other and expose the rapid response from the government, which despite claims, of being people friendly and caring falls flat one event after the other.

The events that surrounded government with media backlash were the rape cases in law and order, followed by the embroiling political scenario that is still simmering with new dimensions as in forward blocs added with the general public that in want of basic amenities of life paid the price in the form of their ‘worthless and unaccounted for lives’.

The responsibility is not yet fixed on people who were responsible for the deaths of men, women and children who died of contaminated water in all cities of the country as water samples taken are not even fit for animal consumption. Sometimes they die in great numbers and some times just a few that create a small stir and as usual the statements are followed from every official that promises Clean Drinking Water and takes a swig from mineral water bottle and move away from the scene.

There are numerous occasions but taking the three prime sectors education, health and clean drinking water all failed miserably and have a score of dead people who leave a question mark for authorities as who is responsible.

The judiciary that caters to fair play itself is questioned as where it stands at the end of the year.

A man in a teashop taking a sip, reading newspaper mumbled 12 months 12 issues and life goes on in the land of the pure.

He said, “The right to earn bread with honour is taken way with the rampant corruption and government says all will be well. Nothing works when the judiciary is not doing the job and it is not doing. The newspapers carry more stories of heinous crimes then justice being delivered.”

“Its not changing faces that will bring the change, its the change in the system which is repressive, corrupt and inhuman in which rights of an ordinary human don’t exist at all.”

A person in city court said it openly if we don’t do corruption how will we survive, do you really think its possible give me an option, I will leave this job this hour and will not be tout giving false evidence.” Like a face in a crowd he vanished from city courts with sneer.

There are committees and sub committees for probes and investigations and there are so many ongoing probes that these probe committees further need probe committees to assist them added with orders from high offices that report should be submitted to them during the week.

There are so many reports if they at all reach their desks, only reading them will take next 10 days. Detailed reports are asked every time for ensuring ‘justice’ and with orders as in report immediate comes everyday by dozens so the reports just pile up on high official desks and in the end of the day they are pending as in pending decisions.

“Nothing happens,” said a middle age man with a beaming smile outside a bank adding, “ There are reports and but reports, the actions come way after and justice delayed is justice denied but one must add the orders come in flurry minus bringing the culprit to justice.”

“Look at me I have pending inquiries but they are ongoing so it doesn’t matter,” and word of advise Mr Writer (this scribe), “Money makes the mare go and I suggest you keep this in mind as when society accepts norms that are unethical so everything works from the backdoor and like rest of the country I use backdoors to get things done and they just get done.”

The earthquake, which saw government to its very limits with less praise and more criticism, has now more tremors as what happens next.

The girl in Mayo Hospital getting treatment has created a big ripple that quake victims are left without any account and the her rape right under the nose of the government.

Needless to say the government has reiterated her resolve that there is no compromise on image of Pakistan many times and every time these incidents happen and tarnish the image of Pakistan as an enlightened and moderate state in community of nations.
