Images Created from Screen Sketch are Shown on a Black Background

In the environment where I work, users of an enterprise deployment of Windows 10 1703 were reporting that the Screen Sketch program (part of Windows Ink) was outputting images with a black background (rather than showing user annotations superimposed on the desktop background). The issue wasn't entirely consistent, and sometimes the application would work as expected, but more often than not, the annotations would be displayed on a black background. After investigating the issue, I discovered the problem was caused by a setting applied via the Microsoft security baseline policies. In particular, the Increase scheduling priority user right had been removed from the Window Manager\Window Manager Group. The issue was resolved by reassigning this privilege back to the group, and restarting the affected computers. A simple fix, but rather time consuming to diagnose.
