An alleged malversation of P10.6 billion from Philhealth funds was devised by President Benigno Aquino III, former Health Secretary Janette Garin, former Budget Secretary Butch Abad and  PhilHealth CEO Alexander Padilla, according to blog site Thinking Pinoy by RJ Nieto.

Nieto, who has exposed the previous administration on several controversial issues like the distribution of Dengvaxia, the fallacious 30-month protective period, and the massive attempt by the Department of Health for a cover-up, all found in his website, revealed that there apparently, was a malversation of public funds perpetrated by the previously mentioned officials.

In a previous article, he revealed that the Aquino government through Abad, the former Budget Secretary, Garin, and Padilla, illegally siphoned off P10.6 billion in order to bankrolll an overpriced health center which remains 10 percent done, after a year from its supposed completion date.

According to Nieto, 10.6 billion from sin taxes was supposed to be allocated for senior citizens through PhilHealth.

The process is, 80 percent of sin taxes go to PhilHealth and through RA 10645, part of the 80 percent goes for senior citizens.

However, in August 2015, Padilla  and Garin wrote to Abad telling him that PhilHealth no longer needs the money and they asked that the budget be realigned to the DOH’s Facilities Enhancement Program, with half of the amount (5.3 billion) for the botched school-based barangay health center project.

The mere realignment is unlawful as held by the Supreme Court decision on the Disbursement Acceleration Program.

Nieto said that the bigger issue is that Garin and Padilla realigned the funds even though the PhilHealth was struggling to pay for the claims of senior citizens, and that PhilHealth was nearing bankruptcy.

Nieto quoetd PhilHealth board member Eddie Dorotan who claimed trhat the company may go bankrupt by the end of the year.

He apparently got access to PhilHealth board presentations which showed that Padilla failed to disclose the amount that PhilHealth pays out, that is 128 billion in reserves. Readily available reserve funds are dwindling and projected to do so even more in the next days.
