Rajya Sabha passes National Medical Commission bill 2019

The National Medical Commission Bill 2019 clearing the upper house hurdle with certain amendments. It will return to the Lok Sabha for passage in amended form and then the Presidential assent will make it a law.

The aim of the bill is to better regulate Medical education, address fees and financial irregularieties and improve the overall standard of medical services in the country.  On Thursday, Health Minister Dr. Harsh Vardhan tabled the bill in Rajya Sabha. He said NMC takes forward the zero tolerance policy of the Modi Govt towards corruption.

Health Minister said the centre is committed to providing quality and affordable health services to all citizens. Some members of the house demanded that the bill be sent to a select committee for consideration. Debating on the legislation, members of the opposition presented their viewpoints.

After, the discussion, health minister gave his reply and assured the house that concerns raised by Indian Medical Association will be resolved and medical students will not face any hurdles.

The bill mandates NEET exam for entry into all medical colleges. There will be an common exit exam called ‘NEXT’ to practice or pursue post graduate education. 

The bill has a provision for constitution of 4 autonomous boards. These boards will look after issues related to UG education, PG education, assessment & accreditation of institutions, registration of practitioners.

Medical Council of India (MCI) has been facing charges of corruption for a long time. There has been CBI enquires in the matter too. There was need to overhaul the manner in which medical education and practise is regulated in the country. This led to the vision of new body called National Medical Commission.
