Winter session to take up 25 Bills for consideration and passing

NEW DELHI: Other than the opposition’s planned attack on the government, the winter session of Parliament, in its 14 sittings between December 15 and January 5, promises to be a packed house with 25 Bills being taken up for consideration and passage, of which 14 Bills have been listed for introduction, consideration and passing. One Bill, the Consumer Protection Bill, 2015, which replaces the 1986 Act that provided for redressal of consumer complaints, recall of goods, action against misleading advertisements, and product liability claims, will be withdrawn during the winter session.
Among the key bills being taken up for consideration and passage in Parliament include the National Bank for Agriculture and Rural Development (Amendment) Bill, 2017, currently pending in Rajya Sabha, the Financial Resolution and Deposit Insurance Bill, 2017, on which the Joint Parliamentary Committee will submit its report in the first week of the session, and the Companies (Amendment) Bill, 2016, also pending in Rajya Sabha.
Among the bills that will be introduced in the Winter Session are the Goods and Services Tax (Compensation to States) Amendment Bill, 2017, which includes a proposal to increase the cap on cess rates on motor vehicles, and the Insolvency and Bankruptcy Code (Amendment) Bill, 2017, which considers prohibiting certain persons, including promoters of defaulting companies undergoing resolution, from submitting a resolution plan.
The agenda for legislation also includes the Banning of Unregulated Deposit Schemes and Protection of Interest of Depositors Interest Bill, 2017 which provides for a central law to deal with unauthorised deposit taking schemes, the Muslim Women (Protection of Rights on Marriage) Bill, 2017, which gives a woman the right to seek maintenance from her husband, in the case of instant triple talaq or talaq-ebiddat, before a magistrate’s court, and the Representation of the People (Amendment) Bill, 2017, which introduces proxy voting for overseas electors (NRIs).
