‘Green rules stopping development work in Naxal-affected areas’

NEW DELHI: Obstructive rules of the Environment Ministry and its notifications issued without considering ground realities have proved to be roadblocks for development in Naxal-affected areas, highways minister Nitin Gadkari said on Thursday.

At an inter-ministerial meeting on infrastructure, attended by environment minister Harsh Vardhan and power minister Piyush Goyal, Gadkari said myopic view of Green ministry officials was posing a huge challenge to the government’s development works. “What are we protecting and for what, if all these are increasing Naxalism. People in areas like Garhchiroli have been pushed to poverty. They are taking up arms,” he said.

“First you delay clearances for 7-8 years. Then after getting your go-ahead, the matter gets stuck in National Green Tribunal. We all must understand the cost the nation pays for such delays,” Gadkari said.

Uttarakhand government officials, who attended the meeting, demanded that the environment ministry withdraw a 2012 notification which declared 40 sq km in Uttarkashi district along Bhagirathi river as eco-sensitive zone. The state had objected to it. Later its influence area was increased by 100 times. The notification has held up Char Dham, Namami Gange and border roads projects.
