Which Cities in Texas are Regulated? (No Choice of Electric Provider)
So if Texas is deregulated, why can’t I choose my electricity provider?
At the start of deregulation, most large investor-owned public utilities were required to participate in deregulation. But not-for-profit organizations like municipal utilities and electric cooperatives had the option to remain regulated. And most of them did.
