TARIC – How to Use the System? A Step by Step Guide

When importing goods from outside of the European Union, including China, you should check the customs tariffs. The Taric system might be of great help in doing so. In this article, we explain step by step how to use the TARIC system and what information in addition to the duty rates can be found there.

TARIC, which is the Integrated Tariff of the European Communities, is a system operated by the Directorate-General for Taxation and Customs Union. It integrates all the legal provisions of the European Union Member States that are related to customs tariffs for industrial and agricultural articles.

TARIC can be very helpful when you decide to import or export goods. Although the rates are constantly changing, you can easily find the current ones in the system.

More about the TARIC system

The TARIC system enables a unified application of rules by all the European Union countries by providing all trading companies with a transparent overview of the measures to be taken when deciding to start importing or exporting goods from the EU.

TARIC also enables the collection of EU-wide import and export statistics.

You can find a lot of useful information in the system. TARIC contains, among others:

  • goods nomenclature codes,
  • customs rates given as a percentage or an amount for a specific unit (referring to a given country or a group of countries from which the goods arrive),
  • legal basis with comments,
  • data for import and export supervision,
  • validity period of the customs rate.

Moreover, TARIC contains anti-dumping duty, duty suspensions, tariff preferences, countervailing duties, duty drawbacks, as well as import and export restrictions.

The system does not, however, contain information on domestic taxes such as VAT or excise duties.

It should be noted that the TARIC system only applies to the countries of the European Union. When importing goods to other countries, such as the USA or Canada, you should check for national systems. To exemplify, such systems are the Harmonized Tariff Schedule for the USA, Customs Tariff for Canada, and Tariff for India.

Languages available in TARIC

The TARIC system used to work only in English, but now it is also available in national languages. There are German, French, Spanish, and many other versions of the system.

How to use the TARIC website?

In the beginning, the website might seem a little complicated to you. However, after getting familiar with it, it turns out to be easy to use.

As you can see in the picture above, the page is divided into three categories: Measures, Geographical areas, and Regulations.

After choosing ‘Measures’, you need to enter the nomenclature Code of the goods that are of interest to you. In case you do not know the code or you forgot it, you can use the browser. After clicking ‘Browse’, you will see a list divided into sections.

The sections look similar to the ones available in national systems similar to TARIC. When you click on the section you are interested in, you will see chapters.

When you choose a given chapter, its code will automatically appear in the ‘Goods code’ box.

After you choose a given country of origin or destination, you can (but do not have to) specify additional criteria in the advanced search.

After clicking ‘Retrieve Measures’, you will see the following list.

Here you can select a specific product you are interested in and find the basic information about importing and exporting this commodity.

Geographical areas

In the TARIC system, you can also find relevant information on geographical areas. This option enables finding given countries by using the criteria below. If you only know the ISO country code, you can find out what country it is and what is the code of this group of countries. If you do not know the ISO code, all you need to do is enter the name of the country and you will find the related information.

Below, you can see what the category looks like.

The ‘CN’ code has been entered in the ‘ISO code’ field. After clicking ‘Search’, the remaining information appears. You can see the name of the country, China, as well as the code of the group of countries you can see above.

Regulations

Another category present in the TARIC system is ‘Regulations’. Below, you can see what it looks like and what sort of information you can find there.

First, you fill the ‘Official Journal’ field. ‘L 59’ and ‘L 148’ are given as examples. Afterward, you can specify the Publication date and Regulation date. If you do not have such information, you can leave it empty. You will then see all the information on the Official Journal you have searched for.
