Postal Service Reform Act 2022


The Postal Service Reform Act (H.R. 3076), to ensure Self-Sustaining, High-Quality, Postal Service.

Since 2006, the Postal Service has had to Pre-Fund Retiree Health Benefits 75 years in advance.

This absurdly unfair Mandate, is the Single Biggest Obstacle, to ensuring the Postal Service remains Financially Healthy and Protected for Generations to come.

HR 3076 has strong Bipartisan Support and would enshrine desperately needed Reforms to the Funding and Operational Structure of the USPS into Law.

It includes:

- Eliminating the Pre-Funding Mandate that requires USPS to Fund Retiree Benefits for Postal Employees Not even Born yet.

- Integrating Postal Retirees into Medicare.

- Enabling the USPS to offer Non-Postal Services that will bring in Revenue.

MANAGER’S AMENDMENT: Clarifies the Roles and Responsibilities of the Office of Personnel Management, the Social Security Administration, and the Centers for Medicare & Medicaid Services, regarding the Information Postal Employees: will need to Enroll in Medicare Part B; specifies that Performance Standards must be Submitted to the Postal Regulatory Commission for each Product; and makes other Technical and Conforming Changes to the Bill::

- Bi-Partisan Revised New Zip Codes for: Miami Lakes, Florida; Storey County, Nevada; Flanders, Northampton, and Riverside in the Town of Southampton, New York; Ocoee, Florida; Glendale, New York.

- Prevents USPS from making Changes to the Primary mode of Mail Delivery, prohibits USPS from Retroactively Mandating Home Builders install Cluster Mailboxes, and requires USPS consult with Municipal Governments to determine Mail Service at New Housing Developments.

- Establishes a unique ZIP Code for Kinnelon, New Jersey.

- Designates 77416 as the unique ZIP Code for Sargent, Texas.

- Mandates the GAO release a Study to Congress on enhancing Postal Security including related to the Theft of Mail and Security at Post Offices, Postal Boxes, and Home Delivery of the Mail.

- Prohibits any Funds made available under this Act to be Obligated or Expended to procure Electric Vehicles or Electric Vehicle Infrastructure, including Electric Vehicle Chargers.

- Allows for Eligible Individuals to receive their Drug Benefit through a Medicare Advantage Plan.

- Allows USPS the Authority to place USPS Retiree Health Benefits (RHB) Assets into Separate Accounts held in Trust by OPM (managed), and USPS shall present a Report to Congress within 90-days of Enactment to Invest those Assets to realize Gains in Market products including but Not limited to Stocks, Bonds, Equity, Treasury Bills, and Index Funds.
