The Indian govt. is known for a lot of things, its steady pace for decision making and pushing out laws being one of them.
Not saying that that is a bad thing, however sometimes the opposition can use the Parliament system to stretch out the final decision on a particular Bill with no end in sight.
A discussion in the parliament is supposed to represent the highest form of debating, with both the ruling party and the opposition at one place, discussing about laws and bills that would have a lasting impact on the Indian citizens.
However, what I have been seeing for the past month or better yet, ever since Modi brought out demonetisation, it seems that everything in the country has come to a standstill.
The Parliament seems to be no exception to this and till 3 days ago had not passed or ruled out even one Bill that was on the table. Majorly because the ruling party BJP and the Opposition’s disruptive and unruly behaviour has resulted in the Speaker adjourning the session multiple times this winter session.

Parliament Did See A Win With The Right of Persons with Disabilities Bill, 2014
Although I do have to admit that if nothing else then the winter session of the Parliament could do one thing right and at last passed the Right of Persons with Disabilities Bill, 2014 that had been in the works for a long time now.
This bill widens the small and limited amount of disabilities that the country accepted till now, by including disabilities like disability due to acid attacks, Learning Disabilities and even Parkinson’s.
And not just that, but also lays down the rule for employment harassment and more, along with punishment for discrimination resulting in both a jail time of up to 2 years and/or a fine that ranges between Rs 10,000 and 5 lakh.

But Are Our Ministers So Hell Bent On Not Working?
However as good as the above news might be, it is still sad to see that in all of the winter session of the Parliament only 4 bill have been passed and even in that one on the last day before the session closes.
Most of the 4 bill that have been passed have been pushed out in a rush to at least give some proof that the Parliament was working.
However important bills like The Maternity Benefits (Amendement) Bill, 2016, the GST Bill, 2016 and more are still awaiting passing.
I am wondering why exactly are the parties in the Parliament more intent on showing the incompetence of each other rather than trying to end one argument so that the actual real important work can start to happen.
Signing off I would like to say that, this winter session has truly been a disappointment and more than that it has just strengthened the minds of those people who think the govt. does not do anything besides wile away time on needless debates.
