Since there are no suitable and willing officers in the feeder cadre for promotion, the position will be filled by deputation from among the suitable and willing officers in the Ministries/Departments of the Central/State Governments/Union Territories/Public Sector Undertakings/Semi-Government/Autonomous Organizations/Engineering Universities/Research and Development Organizations.
