Changes in Physical Security Requirements for Licensed Producers

In January 2018, Health Canada announced two major changes to the Physical Security Requirements for licensed producers licensed under the ACMPR, effective immediately. This is in part due to Health Canada’s plans to streamline the application process for cannabis production licenses so they may be issued more quickly.

Importantly, the vault storage Security Requirements were adjusted to include physical barriers and an intrusion detection system with 24/7 visual monitoring and recording. Persons entering and exiting the storage area must be recorded and access must be restricted to those who require it to perform their jobs.

Secondly, video surveillance requirements in the cannabis growing rooms is no longer required. However, all access points to these rooms must continue to be under 24/7 video surveillance, monitoring, and recording.

The remainder of the physical security requirements for licensed producers still remain, including:

  • Perimeter security
  • Intrusion detection systems, visual monitorings, recordings, access control, and physical barriers inside the facility
  • Inventory control at all stages of the growing and retail process
