Key Responsibilities:-
- Develop the Business Technology Division’s strategy in line with the business requirements
- Monitor Division’s budget performance against set targets
- Manage the development of the Technology sourcing strategy to assess the feasibility of outsourcing selected activities
- Evaluate overall IT business and master plans and allocate funds to projects based firm priorities
- Ensure SCA has state-of-the-art technology infrastructure and systems that enable operations and support the business in being cost effective, responsive and cost-competitive
- Set and monitor service level performance and KPIs of Business Technology Departments
- Oversee SCA’s Technology planning process, ensuring the capture of technology upgrade requests from all Divisions and Departments across SCA
- Review, analyze, challenge and validate consolidated technology upgrade requests raised from Licensing Services and Industry Services
- Ensure timely procurement and maintenance of IT software and licenses to facilitate SCA business needs
- Oversee the provision of technical support activities to SCA staff to address any IT issues faced by end users
- Monitor and track users’ level of satisfaction with quality of SCA technical support, and implement corrective actions
- Ensure provision of technical support that covers desktops, laptops, printers, handheld devices, operating systems, etc.
- Oversee the deployment of a authority-wide help desk solution and ensure it is equipped and competent to provide IT support to all functions across SCA
- Support in streamlining processes between the Business Technology Division and other business support functions
- Support the Strategy & Communication Division in assessing the IT infrastructure and systems of potential acquisition targets to ensure compatibility with existing SCA systems
Internal Business Processes
- Lead the IT team towards achieving the Division’s business plan targets and service levels
- Manage the development and enforcement of all IT policies and procedures related to IT planning, IT infrastructure, applications development and technical support across SCA
- Lead the development of authority-wide Business Technology documentation and processes (e.g. user manuals, staff training, process documentation, change management, etc.)
- Review key technology upgrade requests, oversee testing of new systems, and ensure seamless and minimally disruptive implementation across SCA
- Manage internal IT projects, such as the setting up of new offices, launching a new software etc.
- Coordinate with the Administration Department for the establishment of an IT procurement framework agreement with external vendors for the procurement of IT equipment
- Ensure the adherence of SCA offices with the IT procurement framework agreement
- Develop and maintain relationships with IT vendors and suppliers, as needed
- Oversee the installation, operation and maintenance of IT Infrastructure and Systems
- Ensure SCA’s offices’ IT platforms are integrated and up to date
- Oversee the development of an overall disaster recovery and servers backup scheme
- Ensure contingency plans are in place for IT infrastructure and systems to ensure operations continuity
- Support the installation of IT infrastructure across SCA and track authority-wide installation of IT infrastructure and lead the authority-wide IT standardization initiative (e.g. infrastructure, PCs, help desk, disaster recovery, etc.)
- Oversee the development and authority-wide enforcement of an IT security architecture
- Review and approve the development of new IT applications as per the IT master plan and user requests
- Evaluate whether in-house capabilities and capacities are sufficient to develop applications, and approve outsourcing partners, if needed
- Develop implementation plan for roll-out of new infrastructure and applications, and ensure users are adequately trained
Required Academic Qualification:
- Bachelor’s Degree in Computer Science, Computer Engineering or related field
- Master’s Degree in Computer Science, Computer Engineering or related field is preferred
- IT certification is preferred (e.g. MCSE, CCIE, CISSP, CCNA)
