Why this question is being asked: To learn what type of Environment suits you best and if the structure of the company aligns with your working style.
Strategy: Consider the type of environment for which you are interviewing and whether that environment would seem to have a preference for structured or unstructured activities. If you are unsure, hedge your bets and prove why you can work in either environment.
