IRCC Conducted Express Entry Draw for Canadian Experience Class on May 31, 2024

Immigration, Refugees, and Citizenship Canada (IRCC) conducted an Express Entry draw on May 31, 2024, focused on candidates under the Canadian Experience Class (CEC). This draw marks the second Express Entry draw in the same week. 

Details of the Draw:

IRCC issued 3,000 Invitations to Apply (ITAs) to CEC candidates in this latest round. Candidates needed a minimum Comprehensive Ranking System (CRS) score of 522 to be eligible.

This draw is particularly significant because it is the first CEC-specific draw since September 14, 2021.

What is CEC?

The Canadian Experience Class (CEC) is for skilled workers with Canadian work experience who wish to become permanent residents.

To qualify for the CEC, you must:

1. Work Experience: Have at least one year of full-time skilled work experience in Canada (or the equivalent in part-time work) within the three years before applying. This experience must be gained legally while authorized to work in Canada under temporary resident status.

2. Language Proficiency: Meet the language requirements. 

3. Job Duties: Perform the duties outlined in the lead statement and most of the main duties of your occupation’s description in the National Occupational Classification (NOC).

Eligible work experience must be paid and fall under one of these NOC TEER categories:

– TEER 0
– TEER 1 
– TEER 2
– TEER 3

You are not eligible for the CEC if:

– You are a refugee claimant in Canada.
– You are working without authorization.
– Your work experience was gained without temporary resident status.

Self-employment and work experience as a full-time student (including co-op terms) do not count towards the required experience.

Recent Express Entry Draws:

On May 30, 2024, IRCC conducted a program-specific draw for candidates with nominations through the Provincial Nominee Program (PNP).

IRCC held four notable draws in April. On April 10, 2024, a general draw invited 1,280 candidates. The next day, April 11, 2024, saw 4,500 ITAs issued in a category-based selection draw targeting STEM occupations.

Later in April, two more draws took place. On April 23, 2024, IRCC invited 2,095 candidates in a general draw. This was followed by a French proficiency category-based selection draw on April 24, 2024, which invited 1,400 candidates.

What can we expect from IRCC in 2024?

In 2024, Canada expects to attract approximately 281,135 economic immigrants, which is over half the annual target percentage. By 2026, this figure will have risen to 301,250.

The Express Entry objective for 2024 will be 110,770 permanent resident admissions, rising to 117,500 immigrants in 2025 and 2026.

Explaining Express Entry

Express Entry is a competitive immigration system implemented by the Government of Canada to manage and process applications for permanent residency from skilled foreign workers. It aims to attract and select highly qualified individuals who have the potential to contribute to Canada’s economy and society.

The first-ever category-based draw was held on June 28 of 2023 and before that candidates were assessed based on their human capital factors including work experience, professional fields, language skills, education, and age. They were then ranked using an assigned CRS score. After each draw, candidates with the highest CRS scores (according to the cut-off) are issued ITAs, allowing them to apply for permanent residency.

To align with labor market needs and promote the French language, IRCC introduced new category-based selection criteria on May 31. The six new categories include:

  • Healthcare
  • STEM professions
  • Trades
  • Transport
  • Agriculture and agri-food
  • French-language proficiency
