Same role, different comp offered because hiring manager budgets are different?

In Microsoft, is it possible that when an offer is made, different total comps are offered for the same role and same level (example, Sr PM L64) if the Hiring Managers have different budgets. One of the hiring managers is at 64, the other one is a Principal.

Can compensation cary substantially for the same role depending on the team?
