HAVANA – A confluence of naval forces from three major powers has ignited Cold War-era tensions in the Caribbean, with the arrival of Russian, Canadian, and U.S. vessels near Cuba. The situation, reminiscent of historical standoffs, has raised concerns about regional stability and its potential impact on ongoing conflicts elsewhere.

On June 14, 2024, the Canadian Navy patrol ship HMCS Margaret Brooke sailed into Havana’s harbour, just hours after the United States announced that the fast-attack submarine USS Helena had docked at its Guantanamo naval base in Cuba. These vessels arrived in the wake of Russian warships that had already anchored on the island earlier that week.

The Russian Navy presence included the frigate Admiral Gorshkov and the nuclear-powered submarine Kazan, both of which conducted “high-precision missile weapons” training in the Atlantic Ocean before reaching Cuban waters. The proximity of these forces – a mere 160 km (100 miles) from Florida – serves as a stark reminder of historical tensions between superpowers during the Cold War era.

While both the U.S. and Cuba have downplayed the threat posed by the Russian Navy warships, the situation remains delicate. Russia characterizes the presence of its warships in allied Cuba as routine, but the timing raises eyebrows. The Cuban Missile Crisis of 1962, which brought the U.S. and the Soviet Union to the brink of war, looms large in historical memory. Now, with Russian and U.S. forces facing off near Cuba, concerns arise about potential spillover effects on other global flashpoints.

The escalating tension in the Caribbean could further erode the possibility of a peaceful resolution in Ukraine. As the U.S. recently authorized Ukraine to use U.S.-provided weapons against Russian aggression, President Vladimir Putin hinted at “asymmetrical steps” in response. The presence of Russian warships near Cuba adds another layer of complexity to an already volatile situation.
