Noise is the unpleasant, unbalanced loud enough disturbing sound which brings no pleasure to minds and ears. However, senior advocate Fali Nariman believes, “dissent and noise are essential elements for an effective democracy”.
Dissent and noise have been carried along in Indian history as a major factor for changing governments. People have fought for correct things and history is replete with such examples.
History has also seen equivocal support to eradicate societal parasites such as Sati and transform rituals. People surrendered their orthodox and regressive practice to Roy’s movement. But the fact is that the prevalent noise is disturbing in its own sense. Its buzz is disturbing for democracy that recently got 70 years old and its vulnerabilities are taking the nation towards a downfall.
The noise gets its elements disturbing and challenging when the people set cities on fire for cults. The irony is that such cults have not only expanded in power but their followers are extremely violent in a country which is ready to be an IT –giant, send sophisticated rockets and set enviable records for the world in the field of science and technology. The noise is in the fact that the politicians pay patronage and fuel such cults.
The BRD hospital tragedy with multiple death in Farukkabad due to lack of oxygen follow up, Jaypee and Amrapali fraud incidents, farmers challenging to eat bones to committing suicide are the earnings of 70 years of glorious independence. These all promote a culture of noise.
The fashion of condolences and getting pictures clicked with the victim or their family is the culture of noise. The tactic of passing the buck is endemic to India, but when the blame game takes a toll on a no of lives like the criminal flood in Bihar and Mumbai, it is the culture of noise. People and authorities making the news either for apologizing all over the place or stubbornly refusing to do so constitute the culture of noise. Dumping heaps to finally get two deaths in heaps of garbage is promoting the culture of noise.
The Culture of noise, however, has beats of pleasure when the noise is raised for the evolution of our republic. Our republic just drew a beautiful canvas of hope when 9 judges unanimously held privacy to be a fundamental right. Our democracy got a step ahead when we established the brutal triple talaq as illegitimate and illegal. These rhythms are the only ray of hope in the cloud of noise and thunder.
