A Centralized Website Will Host Entire Constitution Of India

Being one of the largest democracies and holding the longest Constitution in the world – which was completely hand-written – defining complete rules, regulations, laws and subsidiary acts applicable in India. To put all the rules and law together, the government plans to form a single centralized website that will host all the data related to the Constitution – making it transparent and accessible to all.

Hand-written and enacted on 26th January 1950, the Constitution of India was physically signed by a total of 283 members and was later copied, printed and physically published. Today, the virtual copies of the Constitution are available on the internet, yet, it remains distributed and certain sections are inaccessible. To make the laws freely and easily accessible to everyone, the government has decided to make all laws available over the internet via a single centralized platform.

The idea of centralizing and making the laws virtually available through internet came through when a petition was filed by Vansh Sharad Gupta in 2016, seeking the laws and subsidiary acts has enabled the government to be made virtual. And now the huge task will be performed by the cabinet secretariat in coherence with the government. Once completed, accessing any part of the Constitution will be as easy as looking up for it through a website from mobile phones or computers with active internet connection.

The rules that will control and maintain the transition are:

  • All Central Acts and subordinate legislation passed by the Centre, including rules, regulations, notifications and circulars, should be made available on this portal.
  • The data uploaded on the portal should be available in machine readable PDF format.
  • Navigation on this portal should be such that the complete law-making chain, right from the parent act to the subordinate legislations, is clearly visible.
  • The portal should allow uploading of state government Acts, rules, regulations and subordinate legislations as well.
  • The portal must be mobile viewing-friendly.
  • All ministries, departments must have a nodal officer for this exercise.

Currently, collection of all laws and sections of the Constitution is being done from the official source and are being put up on the website that is monitored by the Supreme Court; and we will soon have one single website to refer to the Constitution of India.
