It's awful to see that many programs aimed at blocking sites of illegal internet activity commonly regard security or advanced programming websites as such. What's more, is if you're going to block it, then block it right. While of course one may, at first, be stumped by accessing a blocked site, thinking of how to stop the Program from the task manager (if you're in Windows) unless it is hidden by a rootkit (more on rootkits later) is more or less useless as it could easily be hidden as a "svchost" or service host. Simply using Google's Cache (a cache is a saved copy) by pasting the URL into the search bar can get you to the website, and let's not forget about archive.org's cache either. Simply put, filter's are redundant until they block caches as well as the actual website.
