Every user is given a option in setting whether to allow facebook to recognize your image or not in the setting section.

Facebook compares the image with the profile photo of the user to find out the person in the uploaded image or video. In this way the new algorithm is structured. So it is more loved to be than tagging option to get directly notified whenever a friend of yours uploads a picture or video of your celebrations.

This gives complete control over ones image on facebook whether to get identified or not. It also helps like if someone uses your profile pic you get notified immediately from these impersonators.

This way it also helps visually impaired people identify their friends without the need of tagging. However these features doesn’t apply in Canada and EU as facebook doesn’t use Face Recognition in those locations.
