This eyeliner is actually produced in China although the Sailor Moon brand is indeed Japanese. You can use this eyeliner even if you have sensitive eyes. This eyeliner is not waterproof but it stays put pretty well throughout the day without smudging.
The liner is a hair brush type and the formula is a bit watery. I would recommend giving the pen a shake before applying the eyeliner. This is the perfect liner for a die-hard Sailor Moon fan!
